According to a report by the RAND Corporation, governments currently lack a common framework to analyze or respond to these risks, meaning there are zero coherence protocols in place. While we argue about safety standards, we lack the basic ability to coordinate across borders if a system malfunctions or attacks critical infrastructure. The world is vulnerable because our reaction time lags behind the technology, not because the tech itself is too advanced. We rely on prevention to work perfectly every time, yet history proves that systems eventually fail. Without a playbook for that failure, we are walking into a crisis with our hands tied.

We Don't Need to Reinvent the Wheel 

Treating this technology as a completely alien threat leads us to ignore the safety blueprints we already possess. While we often hear that artificial intelligence is unprecedented, the methods for handling high-stakes crises are familiar. We do not need to invent new agencies from scratch. We can look at what already works. 

We can copy four existing models, such as the International Health Regulations cited by the WHO which require countries to detect acute public health risks; others include Nuclear Treaties, Telecom Agreements, and Cybercrime Conventions. These frameworks handle global coordination, rapid information sharing, and mutual assistance. For instance, the IAEA (International Atomic Energy Agency) has mandatory early warning systems. The International Health Regulations (IHR) use surveillance networks to track pandemics. 

A common question is, who manages an AI emergency? Most experts argue that UN oversight is preferred over creating a new private agency to ensure legitimacy and include nations without advanced tech. The UN provides a neutral ground. It ensures that non-aligned nations are included and that countries without advanced AI capacity still get support.

However, internal volatility suggests these corporate strategies might be unstable. Executives like Aleksander Madry have been reassigned to different roles, such as AI reasoning. This executive turnover hints that safety strategies are still in flux. We cannot rely solely on a private company to handle a global AI emergency when their internal leadership map keeps changing. 

The Velocity of the Threat 

The danger moves much faster than the committee meetings designed to stop it. The speed of modern algorithms exceeds our current human response time. The Future Society identifies a "readiness gap." As models become more "agentic"—meaning they can act on their own—the risk of rapid escalation grows.
