AI and Deepfakes Blur Reality in Indian Elections 

In November last year, a peculiar incident unfolded during a Tamil-language event streamed live in the UK. Muralikrishnan Chinnadurai, a vigilant observer, noticed something uncanny. A woman named Duwaraka, introduced as the daughter of Velupillai Prabhakaran, the Tamil Tiger militant leader, was delivering a passionate speech. This sight was perplexing because Duwaraka had perished in an airstrike in 2009 during the final stages of the Sri Lankan civil war. Her body was never recovered, making her sudden appearance highly suspicious. 

Chinnadurai, a fact-checker based in Tamil Nadu, scrutinized the video. Upon close inspection, he identified glitches, revealing the figure as an artificial intelligence (AI)-generated creation. This incident immediately highlighted the potential dangers of such technology. "This is an emotive issue in the state, especially with elections approaching," he noted, underscoring the risk of misinformation spreading rapidly. 

AI's Growing Influence in Political Campaigns 

As India prepares for elections, the surge of AI-generated content has become unavoidable. From campaign videos to personalized audio messages in various Indian languages, and even automated voter calls mimicking a candidate's voice, AI's influence is widespread. Content creators like Shahid Sheikh have creatively used AI tools to depict Indian politicians in novel avatars, such as wearing athleisure, playing instruments, or dancing. 

However, as AI tools become more advanced, concerns about their misuse grow. Former Chief Election Commissioner SY Qureshi emphasized the danger, stating, "Rumours have always been part of electioneering, but in the social media age, they can spread like wildfire. It can actually set the country on fire."

International and Domestic Utilization of AI in Politics 

India is not alone in leveraging AI for political purposes. Across the border in Pakistan, AI enabled jailed politician Imran Khan to virtually address a rally. In India, Prime Minister Narendra Modi has also utilized AI effectively. He addressed an audience in Hindi, which was then translated into Tamil in real-time using the government-developed AI tool Bhashini. 

Nevertheless, AI's ability to manipulate words and messages poses significant risks. Last month, two viral videos featured Bollywood stars Ranveer Singh and Aamir Khan seemingly campaigning for the opposition Congress party. Both stars filed police complaints, asserting that these were deepfakes made without their consent. On 29 April, Prime Minister Modi expressed concerns about AI being used to distort speeches by senior leaders of his party, including himself. Subsequently, two individuals were arrested in connection with a doctored video of Home Minister Amit Shah. 

Lack of Comprehensive Regulation and Ethical Concerns 

Despite these arrests, experts point out the absence of comprehensive regulations. "If you're caught doing something wrong, there might be a slap on the wrist at best," said Srinivas Kodali, a data and security researcher. In the regulatory void, creators must rely on personal ethics to decide the nature of their work. Requests from politicians have included creating pornographic imagery and morphing videos to tarnish rivals' reputations. 

Divyendra Singh Jadoun, founder of The Indian Deepfaker, revealed that he was once asked to make an original video appear as a deepfake because the actual footage would damage a politician's image. Although he insists on placing disclaimers on his creations, control remains challenging. His work has been used without permission or credit by politicians on social media. 

Ease of Creating Deepfakes 

The simplicity of creating deepfakes has escalated concerns. "What used to take us seven or eight days to create can now be done in three minutes," Jadoun explained. The BBC experienced this firsthand by creating a fake phone call between a journalist and former US president Donald Trump. 

Initially, India showed reluctance to legislate AI. However, following an uproar over Google's Gemini chatbot's controversial response about Modi, the government took action. Rajeev Chandrasekhar, the junior information technology minister, stated that the chatbot's response violated IT laws. Since then, the government has required tech companies to seek explicit permission before launching generative AI models or tools, especially those deemed "unreliable" or "under-tested." Additionally, they warned against AI responses that could undermine the electoral process. 

Challenges in Countering Misinformation 

Despite these measures, fact-checkers find it challenging to keep up with debunking false content, particularly during elections. "Information travels at the speed of 100km per hour," noted Chinnadurai. "The debunked information we disseminate moves at 20km per hour." These deepfakes have even infiltrated mainstream media, further complicating the issue. 

Experts argue that the election commission's silence on AI is problematic. "There are no comprehensive rules," said Kodali. "They're letting the tech industry self-regulate instead of implementing actual regulations." While no foolproof solution exists, Qureshi suggested that taking action against individuals spreading fakes might deter others from sharing unverified information.
